Deceptive Business Practices - Teed Off Publishing Inc, Florida

I am a photographer and received a telephone message from Teed Off Publishing (Darren).
In the message, he indicated he was calling about a photography job, so naturally I was excited to get in touch with him, and we left messages back and forth three times.
They do not have a toll-free number, which was not an issue since they were (supposedly) contacting me about potential work.
But.... when we finally spoke on the phone today, he simply was trying to SELL me advertising in their publications! VERY deceptive to call someone about potential work and have it just be a sham sales job - And I made three long distance calls in the process.
I was angry so of course did not even want to listen to a minute of his sales spiel - in that his whole approach was couched in an all-out lie, and it is very fortunate that I did not, because in looking up this company I see many, MANY instances of people having been duped by them and losing thousands of dollars when they advertise with them. Even the Better Business Bureau (BBB) has about 30 complaints listed (mostly the complaints say that the company offers visiblity in high end golf clubs across the company, and that these golf clubs carry their promotional magazine, but upon further inspection most of these clubs have never even heard of the magazine)
So...they take thousands of dollars from people and provide nothing. According to reports they also prefer to speak on the phone so there is little to no paper trail of what they have promised.
How is it possible that companies like this continue in business? I often see this with Florida based companies who avoid legal action because of the ease of opening and closing businesses, changing business names etc there.
These people need to be stopped. I'm glad I only lost a tiny bit of money and time but feel very bad for others who lost a lot.
