IMARKETERS.NET / homeparisien.com is a SCAM

I inquired about an apartment on VRBO (VRBO.com) several months ago and received an e-mail from a Sacha from homeparisien.com (aka IMARKETERS.net). He said the apartment I had inquired about was not available but offered me another apartment that was ideal. I asked him if this was a VRBO rental and he said that it was ... and since I had contacted him through VRBO I believed him.
I then gave him my credit card number to put the deposit on the apartment and was charged almost $2000 by IMARKETERS.NET.
I subsequently needed to change the dates of our stay so I contacted him and he said that he would assist me. He then offered me a much smaller apartment in a much less attractive neighborhood in Paris which I reluctantly accepted. He said that the new apartment was ours for the dates we needed, that we would be refunded the difference in rental fees as it was a less expensive apartment, and that he would move us into a nicer apartment if one came available. He then said he would call me the following day ... but that call never came. I've spoken to him twice since, and each time he said he would call me back "tomorrow" but never did. Now he will not return calls or e-mails. I then e-mailed the other e-mail that I had gotten with the lease (apparently a company in France called homeintown.com). They told me that I had cancelled my reservation and that there were no refunds ... I was out the funds I've paid.
To sum up, Sacha from IMARKETERS.NET / homeparisien.com first claimed that he was renting me an apartment that was a VRBO rental (it wasn't), then claimed when we needed to change the dates that he would give us another apartment, refund the difference, and move us into a nice apartment if one came available ... ALL LIES. Now he and his associates simply won't return calls or e-mails. They have my money and my family does not have a place to stay in Paris.
